Overview
Norway’s second Voluntary National Review (VNR), submitted to the United Nations (UN) High-level Political Forum in 2021, presents a comprehensive and inclusive assessment of progress towards the 2030 Agenda, building on Norway’s first VNR submitted in 2016. It draws on contributions from government entities, civil society, academia and the private sector, and is grounded in evidence from statistics, evaluations, research and official reports. The review provides a detailed progress report on all 17 Sustainable Development Goals (SDGs), based on two independent assessments conducted by line ministries and civil society, alongside an evaluation of SDG implementation at regional and municipal levels. It reflects Norway’s strong institutional commitment to sustainable development, embedded in national policies and reported annually to Parliament, and highlights recent advances in coordination, multi-level governance and stakeholder engagement, with peer support from Denmark and Indonesia during the preparatory process, in line with UN voluntary common reporting guidelines.

Norway has demonstrated strong commitment to global development, meeting key targets such as doubling ODA to low-income countries in 2019 and providing 0.20% of GNI to Least Developed Countries. Through initiatives like co-leading the Digital Public Goods Alliance, supporting duty-free access for LDCs, and maintaining high levels of development aid, Norway strengthens domestic resource mobilisation and promotes sustainable development worldwide. Challenges remain in inter-ministerial coordination, comprehensive SDG planning, and strengthening global debt architecture, while COVID-19 has temporarily affected progress.
